beilin's remarks on the war in Lebanon

It has been a while since my last letter to you, and much has happened in our region since. The eruption of two nearly-simultaneous crises-one in Gaza, the other in the north-has been a painful reminder that stability and calm can only be temporary in the absence of agreements, and that agreements are as necessary with Lebanon and Syria as they are with the Palestinians. Since, moreover, on both its northern and southern fronts, Israel has opted for unilateral withdrawals, the two crises thus touch upon a sensitive nerve in the Israeli political psyche-namely, the sense shared by many Israelis that we can achieve security single-handedly and in defiance of an agreement with our neighbors.

Not Soon Enough

When a lone Qassam fell on the grounds of an Ashkelon school that was closed for summer vacation and caused some damage to the building, the Israeli prime minister called the attack a declaration of war. One wonders whether he was just being loose with his tongue or whether he really forgot the meaning of the word. Well, he has since gotten a very clear reminder: You think that's war? We'll show you what war is!

Yes to action; no to bluster

The hard blow from the North that befell us has again generated the automatic, almost Pavlovian reaction to "stick it to them", so they know that if it hurts us, it has to hurt them as well. The rage is understandable, but it must not be turned into policy. On May 25, 2000, we left Lebanon unilaterally, even though we preferred to do so in the framework of a comprehensive agreement with Syria and Lebanon. As someone who was one of the leaders of the struggle for leaving Lebanon, I stated my opinion then, and it hasn't changed: From the moment that we left Lebanon down to the last centimeter to the international border, our right to act in the North against anyone who raises his hand against Israel is increased. In my eyes, the question is not the basic right to take action in Lebanon or in Syria, but only what the purpose of the operation is. Will this or that military operation allow for the release of the kidnapped [soldiers] and reduce the chance of a repeat of such an attack in the future?

America's weakness

One of the most striking phenomena of recent weeks, given the stepped-up launching of Qassam rockets on Sderot, the painful incident at Kerem Shalom, and the abduction of IDF soldier Gilad Shalit, is the absence of the American factor. True, there have been telephone conversations with Secretary of State Condoleezza Rice, the U.S. ambassador in Israel receives updates, and the U.S. ambassador at the United Nations objects to resolutions calling on Israel to end its military operation in the Gaza Strip. But in terms of direct influence on the ground, there has been absolute American silence.

Out of focus

Prime Minister Ehud Olmert returned from the United States on Thursday with an air of triumph, after fears of a somewhat chilly reception proved unfounded and were replaced by a sense of great satisfaction with the outcome of the visit. Bush praised Olmert's "bold" ideas, Olmert restated Israel's commitment to the road map and to the president's vision for the Middle East, Bush confirmed the "deep and abiding" ties between the two countries, and Olmert said he appreciated the president's "true friendship."

A leftist's work is never done

Following an election that flew in the face of the conventional wisdom regarding Israeli behavior at the polls, there is no escaping the need to take a good look at the most prominent trends – particularly the confidence expressed in the eclectic Kadima, the comeback of Lieberman's Israel Our Home, and the meteoric rise of the one-dimensional Pensioners Party – and consider what they say about Israeli society and where it is heading. True, Kadima fell short of the sweeping victory predicted by early polls, but 29 Knesset seats is no small achievement for a party born out of Sharon's disgust with the Likud rebels, the trouncing of Peres' ego by Amir Peretz, and the calculations of a host of others who realized that their best chance of holding on to their seats was to turn their backs on their “homies” and hook up with the new-old kid in town.

The emergence of Kadima as the frontrunner in the upcoming elections has placed established parties on the defensive. The Likud, Shinui and even Labor will lose voters to the new electoral alliance consciously positioned at the center of the political spectrum. The temptation of a few veteran peace activists to follow suit is less easily explicable.
